Procurement of an Enterprise Land Management, Planning and Permitting System

Project Description

A West Coast City through the Departments of Development and Resource Management (DARM) and Information Services (ISD), was seeking the services of a professional consultant to assist in completing a Needs Assessment Study and to manage the solicitation process for an Enterprise Land Management, Planning and Permitting System (LMS). The Assessment will thoroughly review the functions, features and opportunities with a modern system and create the requirements document that will be included as part of a future RFP. The selected Consultant was expected to provide professional services and deliverables and to consult with and provide expert guidance to the City staff involved with this project.

Project Goals

The City is seeking assistance from an experienced and qualified consulting firm to serve as the City’s owner representative and assist the City in the procurement of an enterprise land Management, Planning and Permitting System (LMS).  SDI understands that the City wishes to select a new LMS that will provide the advanced capabilities offered by leading vendors while allowing flexibility to accommodate the City’s unique needs.

• Prepared a well-organized and structured Request for Proposal (RFP)
• Identified proven LMS solution providers to ensure the City receives a strong response to the RFP
• Facilitated an organized evaluation and selection process to ensure the City selects the best-fit solution
• Assisted the City in developing a negotiation strategy and ensuring comprehensive agreements that provided the basis for a successful implementation
• Created and maintained key project management deliverables (project plan, schedules, resource and budget tracking, risk management, issues management, etc.)
