Cook County Selects SDI to Design Integrated Video Security and Guard Tour System for Juvenile Temporary Detention Center

Expanded System to Increase Overall Safety and Security at JTDC Facilities

CHICAGO, September 17, 2010 — SDI (System Development.Integration, LLC), a systems integrator specializing in public sector security technologies and infrastructure, announces that it has been contracted by the Cook County Office of Capital Planning and Policy to design and manage the installation of a campus-wide video security and guard tour system for its Juvenile Temporary Detention Center (JTDC). The $3MM project will replace the JTDC’s functionally-limited analog CCTV system, to deliver robust monitoring capabilities to control staff and juvenile interaction in critical areas.

Cook County’s JTDC, the largest juvenile detention center in the country, provides temporary secure housing for youth from the age of 10 through 16 years, who are awaiting adjudication of their cases by the Juvenile Division of the Cook County Courts. In answer to a 2007 court order mandating the facility to improve conditions including increasing security; the JTDC project will add over 450 recordable cameras campus-wide that can be viewed in real-time for proactive security operations; as well as stored in a retrievable digital format for investigative and reporting purposes. The initiative will also include the integration of a new tour system, which will record and generate reports based on routine staff/juvenile interactions such as ‘bed-checks’ and tracking planned movements of juveniles between the Court building and the JTDC. Additionally, the JTDC will upgrade their existing Command Center and develop a separate “Situation Room” which will have complete access to the integrated video and tour systems. The initiative will include design of all related infrastructure for the new security systems, including new equipment rooms and necessary copper, fiber, and electrical infrastructure upgrades.

Building on its credentials in delivering large-scale, mission-critical safety and security systems for public agencies, SDI initially conducted site assessment surveys to drive its technical design as well as observe operationally-based technology requirements necessary to improve the facility’s Command Center and ‘Situation Room.’ The firm, along with partners Environmental Systems Design Inc. (ESD) and minority-owned architects Koo & Associates, also performed a regulatory standards review of the facilities, including residential floors, school area, outside yard, gymnasiums, lower level storage, and dock areas. The firm will deliver final technical designs and develop procurement bid specifications, and support the JDTC through its public bid and permitting processes. SDI will stay on to provide the JTDC with on-site construction management services.
