Challenge
A statewide toll highway authority operating an extensive intelligent transportation system (ITS) required engineering services to support the construction, maintenance, and ongoing operation of roadside and networked traffic management technologies. These systems included cameras, vehicle detectors, variable message signs, weigh-in-motion systems, and road weather sensors, all integrated through a central Traffic Incident Management System (TIMS).
The authority needed on-site expertise to oversee ITS contractors, manage network integration, and ensure that roadway design changes and capital improvement programs did not disrupt critical communications and traffic management systems. The solution required continuous technical support, design oversight, and coordination across infrastructure, networking, and operations.
Solution
SDI was engaged to provide dedicated engineering and program management services to support the authority’s ITS environment. A team of on-site staff delivered day-to-day oversight of the ITS maintenance contractor while providing communications and networking planning, design, and integration services for the TIMS platform.
The team also managed daily monitoring of the ITS communications network and field devices, administered asset and maintenance tracking systems, and supported long-term modernization through video and network architecture design and vendor evaluations. These services ensured system reliability while enabling technology enhancements across the tollway network.
Services Delivered
- On-site project and program management services
- Oversight of the ITS maintenance contractor
- Communications and network planning, design, and integration for TIMS
- Daily monitoring and management of the ITS communications network
- Operational checks and support for ITS field assets
- Administration of maintenance tracking and asset management systems
- Vendor warranty and maintenance contract administration
- Video and network architecture design and product evaluations
- Implementation of digital networks for ITS video and data transport
- Issue tracking, asset status reporting, and system performance monitoring
Benefit
The program ensured reliable, day-to-day operation of the tollway’s ITS network while supporting system expansion and roadway improvement initiatives. Continuous on-site engineering support improved coordination between roadway projects and ITS infrastructure, reduced operational risk, and strengthened the authority’s ability to manage traffic congestion and incidents through a stable, well-integrated communications and control environment.
