Challenge
A large Silicon Valley city serving more than 150,000 residents sought to modernize service delivery and improve workforce productivity through emerging AI technologies such as Microsoft Copilot. While leadership recognized the potential of generative AI to reduce administrative burden, accelerate decision-making, and enhance resident services, adoption presented significant organizational, technical, and governance challenges.
Operating in a highly regulated public-sector environment with sensitive citizen data, legacy systems, unionized workforces, and decentralized departments, the City faced concerns related to data security and privacy, workforce readiness, enterprise-scale deployment, adoption and change management, governance and ethics, and the overall risk of inaction. Solution
SDI conducted a Microsoft Copilot Assessment to provide strategic guidance for adopting Copilot in a secure, scalable, and effective manner. The engagement evaluated the City’s Microsoft 365 environment, reviewed security and compliance posture using tools such as the M365 Secure Score, and analyzed how existing configurations supported or constrained Copilot readiness.
Rather than treating Copilot as a standalone software deployment, the approach emphasized organizational readiness—aligning data practices, governance structures, workforce capabilities, and technical foundations to support responsible AI integration.
